Clicking on the Steam overlay does nothing when playing FTL: Faster Than Light.

Steps for reproducing this issue:

1. Open FTL: Faster Than Light
2. Activate the Steam Overlay
3. Attempt to interact with it

Observed results:

UI elements get highlighted when hovering over them but none of them are clickable.

Expected results:

The UI elements should be clickable.
