Please describe your issue in as much detail as possible:

I was organizing my downloads, rearranging them etc. When I dragged one of the downloads the window froze for a bit and steam completely crashed. After starting it again the main window started to rapidly switch between my two side screens and I was unable to close it or move, had to stop steam completely through the tray icon. After starting steam yet again the window couldn't be dragged out of fullscreen mode but I could use my DE's interface to move the window to another monitor/workspace. Had to exit steam yet again.
On the third restart steam has started with no issues, other than #10595
Steam is installed via flatpak from flathub, GNOME 45 DE is used as a graphical environment.
