Combine Joy-Con Pairs toggle visibility is not consistent when only one joy-con is connected

If I connect only one joy-con, the visibility if the "Combine Joy-Con Pairs" toggle is dependent on what input happened recently. If I control the UI using the joycon, the toggle is visible but if I move the menu using the touch screen the toggle disappears

Steps for reproducing this issue:

Connect one switch joy-con
Go to the Controller settings tab
Observe the "Combine Joy-Con Pairs" setting
Control the UI using the joycon and the touchscreen

Results

The option phases in and out of existence based on what input method was used last. It's visible when using the joycon and invisible when using the touch screen

Expected

The visibility should stay consistent. Either hide it always when only one joy-con is connected or always show it and apply it once a second joy-con is connected.

Oddly enough, for me the option is there twice. Once towards the top of the external gamepad settings, and once under steam input for switch pro controllers.
