I can confirm that this is still happening on the stable client (version 1731990050)
These have been fixed in the latest beta client. Viewing the configs twice no longer makes them invisible, there's no longer need to view all configs at least once, Steam no longer thinks my Deck is a Steam Controller and the show all layouts selection now persists
I'm retracting some of this. Viewing community layouts in Dota 2 shows configs labeled for other devices even if "Show device layouts only" is selected.
Also Desktop config community Layouts show mostly Steam Controllers.

Issue 1: If I view the controller config list twice, on the second time none of the downloaded controller configs show

Issue 2: Despite all of these configs clearly being Steam Deck configs, none of them show up until I use "Show All configs" at least once.

Issue 3: Community config browser thinks my Steam Deck is a Steam Controller. As seen in the video all of the configs are for Steam Controller and none are for Steam Deck.
Issue 4: Selecting "Show device layouts only" does not bring you back to the view that shows only the current device layouts.
