Do not accelerate slider seeking when using Fine Adjustment

Please describe your issue in as much detail as possible:

When I want to seek a slider with a Fine Adjustment, that means that I want to do fine adjustments even if I press left or right continuously. For this reason it's not good that the slider seeking accelerates while in Fine Adjustment mode. At max the rate should increase by 2x.
I previously reported this on the steam forums https://steamcommunity.com/app/1675200/discussions/1/4298195945335528475/. I'm moving all of these to github because tracking them for myself is easier here.

Steps for reproducing this issue:

  1. Open Steam Input configurator
  2. Find a Slider
  3. Go into Fine Adjustment mode by pressing Y
  4. Select a slider to edit
  5. Press left or right continuously

Results

The slider seeking accelerates way more than what is manageable.

Expected

The rate of change in the slider should be easily manageable and not jump too much
