Currently to reorder multiple controllers, you need to have a game open. Both the controller configurator and Steam settings should have a button visible to reorder them whenever multiple controllers are connected. This is also a double issue as you're not able to identify controllers as the functionality is tied to the reorder menu.
I previously reported this on the steam forums https://steamcommunity.com/groups/bigpicture/discussions/4/3802776070749606274/. I'm moving all of these to github because tracking them for myself is easier here.
Steps for reproducing this issue:
Open the controller setting with two controllers connected
Result
There is no reorder controllers option
Expected
The reorder controllers option should be always visible
