The UI doesn't keep focus properly when applying an update and not moving anywhere.
After clicking the Apply button and waiting for the application to finish the focus goes back to the sidebar. It should stay on the restart button after applying has finished.

Steps for reproducing this issue:

1. Get a steam update
2. Use the "Apply" button to apply the update
3. Do not move
4. Attempt to accept after the update has finished

Observed results:
The focus goes back to the sidebar

Expected results:
The focus should be on the "Restart" button after applying has finished
