When trying to move games with shared content, Steam is unable to do so even if all of the shared content is selected. I think this used to be possible with the old steam client.

Steps for reproducing this issue:

1. Go into the Steam Storage Manager
2. Select all shared content
3. Try to move it to another folder

Result:

Steam complains about shared content

Expected:

All of the content should be moved in bulk if all of them have been selected
