Please describe your issue in as much detail as possible:

Demonstrative video: https://www.youtube.com/watch?v=e_ODSEDrda4
The controller config used in this bug: steam://controllerconfig/409710/3204038788
If I create a virtual menu and apply it to a trackpad, it doesn't apply properly. For starters as soon as I exit the configurator and return back, the view has changed so that the virtual menu is back to displaying as if the virtual menu is inherited. This does not affect it in practice as the virtual menu changes properly in game. However, if I rebind the layer change to a button, now the in game config also reflects what is shown in the configurator.
I don't know if it's related, but I noticed that the input order is reversed in the layer https://youtu.be/FC1ATWqvQBg

Steps for reproducing this issue:

  1. Create two radial virtual menus
  2. Create an action set layer
  3. Set one radial virtual menu to the base action set and the other to the action set layer on the same trackpad
  4. Bind the action set layer change to a button
  5. Exit and reopen the Steam Input configurator
  6. Rebind the action set layer change to a button

Result

The second radial virtual menu is no longer reachable

Expected

Nothing should change between closing and opening the configurator and rebinding the action set layer should not cause the virtual menu binding to be forgotten.

Virtual menus still don't properly apply to layers.

I have also run into this issue. I created a config for AOE2. I assigned a virtual menu to two different action layers which get activated when I press either the left bumper or right bumper. These action layers then have a virtual menu (radial menu) assigned to the right joystick. Everytime I load up the game the virtual menus within the action layers are reverted back to the initial one (default) and then I have to manually go into the layers and assign them to the correct virtual menu. It's super annoying.

Nothing extracted yet.
