Please describe your issue in as much detail as possible:

Desktop Steam overlay does not respond to controller guide button presses. I'm using a Steam Controller for context. While I don't expect the controller to be able to control the desktop overlay UI, it would be convenient to be able to toggle the overlay so that I can quickly get in and out of the controller configurator without moving my hands off the controller.

Steps for reproducing this issue:

1. Use a controller
2. Open a game in normal desktop use
3. Attempt to press the guide button to toggle the overlay

Result:

Nothing happens

Expected:

The overlay should be toggled
