Radial Menu, Touch Menu and Hotbar Menu should be the last Input Mode options as they are never used to directly set the Input Mode. Instead the virtual menus that you create appear as the first option in italics. Increase the index of these virtual menu creators enough that any new Input Mode that you guys invent is always placed above these. Currently Mouse Region, Single Button, Directional Swipe, Gyro to Mouse, Gyro to Joystick Camera and Gyro to Joystick Deflection are behind the virtual menu creators.
