If I set the sensitivity setting of a trackpad scrollwheel to max, it exhibits the properties of spin friction when it should stop the moment I let go of my finger

Steps for reproducing this issue:

Set a trackpad to Scroll Wheel
Set Scroll Wheel Sensitivity to maximum
Set Spin Friction setting to off
Use the scroll wheel

Results

The scrollwheel emits the scroll binding despite me letting go of the trackpad

Expected

The scrollwheel should stop giving out any input immediately after I let go of the trackpad with my finger

I checked this after the latest patch. This is still an issue. I was thinking Fixed an issue with trackpad momentum when the frame limiter is enabled might have fixed this.
