If I have the focus on the list of layouts while using shoulder buttons to change tabs, the UI jerks around. Having the focus on the tabs and doing the same does not jerk the UI

Steps for reproducing this issue:

1. Open the controller layout picker in Steam Input
2. Put your focus in the layout list
3. Use the shoulder buttons to change tabs

Result:

The UI jerks

Expected:

The UI shouldn't jerk
