I did try Steam Beta to no avail.
Controllers: 8bitDo Pro 2(Wired and Bluetooth) and 8bitDo SN30 Pro Wired.
I also an encountering this issue. I get a blank controller config and when I start specific games I cant use the controllers. While I haven't tried Elden Ring to confirm if it happens there, I gotta download it first, mine is happening with Dynasty Warriors Origin and One Piece Pirate Warriors 4.
Steam recognizes the controller and so does Linux Mint as I can use them in other non-Steam apps and other Steam games do recognize and can configure the controllers no issue. Other wise for these two games it appear blank and the game does not even try to use them. Starting the game with Steam Input does nothing and without Steam Input also does nothing. The games seem to force keyboard and mouse.
Hopefully it's okay to post under this, Steam Support said try looking here and posting. I have no luck with alternative solutions like sudo chmod some input folder or adding more udev rules to somehow make my keyboard and mouse not have priority. Even tried uninstalling steam, steam-insatller, and steam-devices. Then reinstalling. To no luck.
Elden Ring does have the the blank page for controller configuration still. But I can actually still use my controller when in-game. So there is a secondary issue with my other games.

Your system information
Please describe your issue in as much detail as possible: Controller config loaded up blink with only the title of the game, back, select, and menu showing. Only back does something as it just closes the config menu. This is specifically a problem with Elden Ring as it works with other games. When I unplug then replug my controller it shows the enable steam input option as it should, however no amount of accepting it actually works.
