I actually was trying to find an explanation of why it was not working the way I wanted. Your Feature Request gave me the answer, so yeah I agree with this and it should be changed to Repeat Delay or something similar.
Does Anybody know how to set the repeat Rate under 1? I managed to set it to 1 in the files and it was pretty easy, but It stops repeating the Button press if I set it to 0,9 or 0.9 .

In binding settings, the name "Repeat Rate" for turbo is misleading. "Rate" would refer to "actions per minute" whereas the slider slider value affects the wait time between actions. It would be like labeling your frame time data as FPS. Something like "Repeat Delay" as a label would be more fitting.
