Please describe your issue in as much detail as possible:

For now, Steam doesn't let to move a game that requires an update to another drive without updating.

But when there's no enough space available to update, and it's not possible to update, but you'll still want to move the selected game to another drive (with enough space to let it be updated), you have to either uninstall the game completely and install it again on the selected drive (but assuming the game weights 86GB and the update is just 2GB, it's a total pain in the ass), or manually move the game's folder from /steam/steamapps/common/<GAME>, it's related appmanifest from /steamapps/common/ and eventually it's update folder from /steamapps/downloading/, and restart Steam.

But the desired solution would be to just let it to be moved directly from Steam.

Steps for reproducing this issue:

  1. Have a game that requires an update
  2. (Optional) Have the available disk space below the required amount (update is not possible)
  3. Try to move that game to another drive (it fails)
