I have a slightly different behavior. If I freshly launch Steam, it can go into BPM with full acceleration and will usually stay like this with consecutive launches. However, if I leave non-BPM Steam running for a while, or if I launch a game from it and then quit, subsequent launches of BPM will not have hardware acceleration and behave really slowly.
I can usually get it to work again by relaunching Steam. In rare cases, it takes two launches.
Would be great if this was made more consistent. This bug makes using Steam on a couch a bit annoying.

Im also having the same problem as urbenlegend, except it seems to be more erratic, only occasionally having hardware acceleration after a full restart

@kisak-valve I don't see anything related to Big Picutre in the Steam Beta Notes but this issue appears to be fixed.

Launching Big Picture Mode GPU hardware acceleration works as expected, if I close BPM and relaunch BPM (doesn't matter when) then GPU hardware acceleration does not work and the UI is extremely laggy at around 2fps. It never recovers, even when closing and restarting steam.
