I'm seeing the exact same issue as #9880 (which has been closed, hence this new issue). I'm using the i3 window manager, and when moving between workspaces, Steam's interface stops refreshing (appears to be frozen) until I resize the window.

Reproduce easily with an i3 window session:

1. Start up Steam
2. Go to the "Library" view (or downloads view)
3. Switch to another workspace.
4. Come back to the workspace that contains the Steam window.
5. Notice that steam's interface now appears to be frozen (steam is still running fine, it's just not updating its display now).

To fix it once it's in this state, resize the window.
