I tried to launch a game, the client tried to install proton 9, it failed.

Steps for reproducing this issue:

1. install the deb of steam
2. try to play a game
3. the cpu get stuck with one core used with the unpacking/installing process of proton 9 that never finishs.

What i tried after:

Force the game i wanted to launch to use another version of proton (8), the installation of proton 8 worked.
