Spotted another possible clue for what is going on.
I have no idea what Steam means by 'DISK WRITE ERROR'. There is nothing in dmesg and the RAID 1 I'm using is also healthy.
In the log I can see [2024-06-07 21:45:03] AppID 570 scheduler finished : removed from schedule (result Disk write failure, state 0x2204) What is state 0x2204?
E: Smart also reports them as healthy.
E2: All files below ~/.local/share/Steam are owned by my user.
E3: disk error might be unrelated #10906

Recently I noticed that Steam isn't downloading updates for games any more, without me explicitly clicking resume in the library view. In the download manager I can currently see 13 updates as unscheduled and 1 scheduled as for in 2 weeks. Even Dota 2, which I have flagged as high priority, always ends up in the unscheduled pool.
/home has 122 GB (15%) of free disk space. Clearing download cache didn't do anything. System time is correct.
In the log I can see
[2024-06-07 20:24:56] AppID 333640 state changed : Update Required,Fully Installed,Prefetching Info, (Update delayed for 1244807 secs). Delaying by 2 weeks seems excessive?
