When the In-game overlay is enabled and running a game with either a FPS limiter or VSync, there is a noticable Framerate drop that feels like 25 FPS. I disabled the In-game overlay and the frame rate seems to have stabilized. I am unsure what it is about the Overlay but I have my games Vulkan Shader pre-processed.
Steps for reproducing this issue:
Click "Steam" on the top right and then "Settings"
Head to "In-Game" and enable "Enable Steam Overlay while in game"
Start any game and ensure either VSync or an FPS limiter is in place
You should be able to notice some frame drops while either playing an offline or online game. I tested this in Torchlight 2 and noticed those issues in an Offline Playthrough.
