First -> Please read the text and share your system info , we cannot guess what is your mesa version, neither the drivers you use.
Second -> please try to be polite , no one is getting pay-check for troubleshooting your issues. Third -> no version of proton is compatible currently with VAC.
I don't have any issues playing on premier (exept 50%+ cheaters and 99% toxic nubs ( don't know flashes ,smokes,line ups).)
I 'do use Arch Rolling , and cachyos kernel , amdgpu drivers and the Valve radeon-vulkan driver. No issues what so ever, no stutters just low perfromance compared to windows 11 (87%) compared to the proprietery garbage.

Steps for reproducing this issue:
It litteraly refuses to do anything, dogshit intel ethernet driver crashed and i needed to restart pc, when it opens again i click play on cs2 and it says files are bad blah blah.
I close the game, it refuses to through the steam ui, i close it through system monitor, i press play again the ui refuses to respond, i go to verify the integrity of game files it stays at 0% and refuses to actually do anything with cs2, i try to change compatibility to a GE proton version to force it to change game files still does nothing, btw i restarted steam many times during this, i fucking uninstall cs and it doesnt do anything it just puts the thing with the download button it didnt even uninstall it, i try a diferent game and it works flawlessly.
Nice dog bug made me lose 1k elo. even after reinstalling steam it still didnt work after a couple minutes later, and its specifically only with cs2
