Please describe your issue in as much detail as possible:

When starting the Steam client, it usually restores all previous chats with friends, groups, etc in the tabbed chat window. However, that chat window as well as the friends list open with a bit of a delay (like 1-3 seconds). If a friend manages to message you in that specific timeframe between the Steam startup being completed and the chat window and friends list opening, the Steam client will forget about the previously open chats and just display a single tab which displays the chat with the friend who just messaged you.
It doesn't "properly" forget it though as killing the Steam client in that state with a SIGKILL and starting it again will restore all previously lost chats.

Steps for reproducing this issue:

  1. Have a few chats with a few friends open as well as configure Steam to "remember my open chats"
  2. Shut down the Steam client
  3. Start the Steam client
  4. Have a friend message you after the Steam client has started, but before the chat window appears
  5. See a chat window which only contains the chat with the friend who just messaged you rather than all previously open chats
