I'm running into the same issue on Linux Mint 22 (Ubuntu 24.04), with Nvidia.
Though this one is not easy for me to always reproduce since at times it works properly.

Please describe your issue in as much detail as possible:
before writing anything else, I should say there have been multiple issues opened about this issue but none of the fixes have worked for me (or maybe I did the steps wrong) but either way, most people open this issue on the Proton "sub-category" but I am not sure if the issue is Proton, Vulkan shaders, GPU drivers or anything else since none of the solutions that worked for other people work for me.
I reinstalled Arch multiple times on my main PC and every single time, on the clean install, whenever I try exiting out of Steam, the window closes but the system tray icon is still present in the bottom right. Running Steam through terminal and repeating the same steps results in the console spamming the following message every few seconds:
Thread "CJobMgr::m_WorkThreadPool:0" (ID 21451) failed to shut down
The only way of fixing it is by killing all the Steam processes. Another instance of Steam can't be launched until the bugged instance is fully closed/killed. Also, the system can't shut down unless the Steam process is killed.
What I don't understand is that I don't have this issue on my old laptop so I guess it's something specific about my PC.

i3-12100F
RX6600
16GB RAM
My old laptop specs:
i3-M520
iGPU
4GB RAM
My first assumption was that it is an issue with AMD GPU but other people have experienced this issue on NVIDIA aswell so I don't believe the GPU is the issue.
I don't have a lot of experience in Arch or anything linux related for that matter, but I do know I tried everything I found online and still didn't fix the issue which is the reason I am opening another issue relating to this.
