Currently workaround is to download it normally, then move folder somewhere else and symlink it.

This isn't marked as a duplicate of #50, or at least I didn't find where.
This is marked as "closed" and is tagged "Milestone: 01-08-2013 Release". I'd assume that it should be fixed in that realease, but it isn't...

If a bug is tagged with a milestone, it’s automatically closed when the milestone is closed. As the issue still persists, and #50 is still open, please comment on that issue.

TF2 uses an older installation system that doesn't support this feature. This is being worked on currently by the TF2 team, and will be launched when it's ready.
