Hello @Zotep, your Fermi generation NVIDIA card implies that you're using NVIDIA's 390 series video driver.
Without a set of logs to inspect, there's a strong chance that you've encountered #10980 / https://github.com/ValveSoftware/steam-runtime/issues/420. Closing in favor of the older issue reports.
You are correct, it is version 390.157.
Steam says they won't support me until I'm running the latest Ubuntu release. I'm current upgrading my kernel to Linux Mint 22 which was built from the latest Ubuntu release and then I'll find out if somehow the problem goes magically away.

I expected Steam to start then allow me to start Oxygen not Included. I saw a big update run but nothing else appeared to start then I tried to start ONI using the desktop icon: a steam process was running according to the task manager but no steam or game related icons showed on the bottom line of the monitor.
I contacted Steam Support and received the following: "Your best resource will be to use our Github to post your Linux Mint-related questions. It might also be worth your time to ask around on the Steam for Linux Discussions - you may encounter other users who have had experiences using Linux Mint."
I would like to keep Linux Mint as my kernel and be able to run my Steam supported games if possible, if not, I will try to work with Steam to get local copies of my existing games that I have obtained and paid for through Steam. Thank You!
