Ok. I think I found the problem.
After closing the main window, the chat works fine. It looks like the main window interferes somehow.

Fixed by latest Steam update.

I am using Arch Linux x86_64 and the i3 window manager.
As soon as I try to open a chat window, the window freezes and I am unable to close it. It stays on every workspace.
I have to use the kill command to close the window. (And Steam as well).
Floating or tiling mode doesn't make a difference.
