[Feature request] Have Steam not enforce its "one game per user" policy for software

Currently if I suspend a game on my Steam Deck, start up Source Filmmaker or Krita, work on some project and then decide to take a break and reopen the Deck, Steam will forcefully shut down that software regardless if there was unsaved progress there. This should be made so that games and software don't care about each other being open.

Steps for reproducing this issue:

  1. Open a game on a Steam Deck
  2. Susped the Deck
  3. Open any program marked software
  4. Reopen the Deck

Result:

The software forcibly closes

Expected:

The software should stay open if a game is opened.

I doubt it'll fix that. I'm requesting that software and games don't conflict while that issue is requesting that opening a suspended game on a Steam Deck wouldn't instantly kick you out on a PC.

Oh I checked your video, the issue is identical , it doesn't matter what it is - game or software, game IS software too in the end, you get kicked out of steam on PC regardless what you launch, even non-steam apps are affected by this which steam can't tell if it's a game or "software" anyway.
