The banner showed up a while ago so this isn't new, but there's a You are a member of a Steam Family and need to participate in the Steam Families Beta to enable library sharing on this device. banner on the bottom of the UI that cannot be dismissed/closed. However, I am not in the Steam Families beta, I'm in the normal beta channel and library sharing works fine. So the banner seems unneeded.
