Hello @YoshiRulz, can you list a couple specific games you saw this behavior with just before you collected your set of logs so that there isn't guesswork when a Steam dev takes a look at your content_log.txt? Alternatively, the next time you see this, then note the games and share an updated content_log.txt collected shortly after you see it.

I'm not seeing this anymore, and I've migrated to Steam Families so it may be because of that, or maybe this was quietly patched. My Steam client version is now 1741737356.

The download manager sometimes contains entries for games which have not received an update or patch.
If moved into the queue, these will finish immediately after they start.
edit: The updates remain in Scheduled after restarting / switching account.

I believe the title is accurate—only 3 of my installed games receive phantom updates, and what they have in common is that they're Steam Play titles from Family Library Sharing. I also have native titles from Family Library Sharing installed, as well as Steam Play titles that I own, and none of those seem to be affected. (edit: Just clarifying I did mean Family Library Sharing—I'm not using Steam Families because it doesn't support "asymmetric" sharing.)
All that said, the Steamworks Common Redistributables (228980) also receives phantom updates, and that's in neither category.
