Please describe your issue in as much detail as possible:

When I try to launch a second Steam game while the first one is running on my Steam Deck using the Steam Client Beta, Steam behaves as if it's in kiosk mode, forcing me to close the first game before launching the second. However, if I opt out of the beta and switch to the stable version of the Steam Client, I get the option to choose Launch the second game anyway when starting second steam game. This issue doesn't occur with non-Steam games.

Steps for reproducing this issue:

  1. Launch first steam game (Warrior Orochi 3 Ultimate Definite Edition in this case).
  2. Wait for the first steam game fully launch
  3. Go back to Home screen, and launch second steam game (Hogwarts Legacy in this case).

Expected behavior:
Steam should offer the option to Launch the second game anyway

Actual behavior:
Steam mistakenly thinks it's in kiosk mode and tell me have to close the first game before launching the second game.
