I have a similar problem (games start only after IPC:CSteamEngin running for about 5 min, 25% processor usage on a 4-core i5-4670K)
I suppose this is related to the old processor, on my 12th generation intel laptop games start immediately

I've had a similar problem with the "IPC:CSteamEngin" running for several minutes before a game is launched (native and Proton), but only when the Steam client was launched from a terminal. Not from a shortcut via GNOME shell.
In my case this was caused by the soft limit for max open files being set very high in the terminal 1073741816, versus 9216 in gnome-shell. Lowering the limit in the terminal using (ulimit -Sn 9216) made the problem go away.
This is great information! Running steam from a terminal (where -n is 1024 on my Ubuntu 24.10), solved the problem for me! Still wondering what "IPC:CSteamEngin" does however...would not seem very good behaviour if it tries allocating file handles up to the limit...
this is also happening on stock Debian Trixie.

I expect for steam to launch games not just stall on the process IPC:CSteamEngin . No games launch regardless of what game it is (have not tried a native linux game. steam is the deb build.
