So i tried different configurations and this only happens when hardware acceleration is enabled.
If a chat with a friend is visible, opened in desktop, and with an animated sticker playing it loop, the steam overlay in a game malfunctions, crashes the first time, put the steam library at the top, tries to close whole client opening the pop up window "steam is closing" but never closes since I'm playing a game. Can't cancel that pop up, you can close it, but the Steam library will keep grayed out so you need to exit steam because it's unusable now.
This doesn't happen if the steam chat window is totally closed, or if the opened chat has no animations in it.
Steps for reproducing this issue:
Having hardware acceleration enabled
Having an open chat with an animated sticker playing
Open a game, and then open the Steam overlay in-game
