Please describe your issue in as much detail as possible:

Smooth scrolling with minimum CPU usage.

Steps for reproducing this issue:

  1. launch steam client
  2. go to game with about 50 achievements
  3. open "View my achievements"
  4. try to scroll

Actual result:

  • as soon as you will open that outstanding pop-up you will get 80-100% cpu load
  • scroll happens in step style as more than you scroll at once you will get bigger delay before actual "scroll-jump" will happen
  • during "scrolling" cpu jump up to 160-190% for one of steamwebhelper process
    Note my CPU Intel(R) Core(TM) i7-8550U CPU @ 1.80GHz it is 4 cores with HT

Expected result: no more than 5-10% cpu usage, smooth scrolling

I have the same issue. Steam itself works fine, but when I open achievement list for a game in my library, it becomes very laggy.
