This is preventing me from using the H265/HEVC encoder in Game Recording, as it requires hardware acceleration to be enabled.
Env vars like VDPAU_DRIVER or LIBVA_DRIVER_NAME does not seem to have any effect (tried unset or set to nvidia)
The main weird thing I could find is the webhelper.txt log file filling (rapidly) with errors like:

Also having the same/similar issue. It started after I updated my system from NixOS 24.05 to NixOS 24.11. One of the major changes I made to my config was going from the closed-source NVIDIA drivers to the open-source NVIDIA drivers.

Further, I rolled back my NixOS configuration to my most up to date 24.05 version, and GPU Acceleration works just fine for the steam client. Here is the information that is different for that configuration of the same system.

It's also possible to right click Steam from the system tray and open settings that way, in case anyone has trouble finding the settings on the main black window
I'm also getting this issue. Exactly the same symptoms as OP.
Disabling 'Steam > Settings > Interface > Enable GPU accelerated rendering in web views' fixes the entirely black screen,
but now there is an annoying white flash every time a new sub-window opens, or when the Steam client is unminimised.

What compositor are you guys running? I had this problem until I found out my picom was not running as expected. Started it in a terminal picom --vsync=true --backend=xrender & problem fixed.
Edit: An update as I currently use --unredir-if-possible so full screen games don't get composited.

Disable IGP fixed the Error for me.
First look which Renderer is used, if theres IGP used... thats the Problem:
DRI_PRIME=1 glxinfo | grep renderer
On my MSI Board i had to disable BIOS Option "iGPU Multi-Monitor" after that the Renderer switched to "AMD blabla" and Steam works.
If not possible inside BIOS you have to Blacklist iGPU driver or disable by GRUB.
Disable IGP fixed the Error for me.
I had high hopes for this since I disabled my iGPU for other reasons (I don't use the iGPU and Xorg would use the software renderer instead of hardware if I had it enabled.) I just tried to re-enable hardware acceleration in Steam but I still have black screen issue, even if my iGPU is disabled in the BIOS.

So i thought the Webhelper tries to access a non existing Screen.
DRI_PRIME=1 glxinfo | grep renderer
Shows me the current Renderer, this was "Intel IGP" but theres no Screen for it to get Dimensions.
So maybe take a look at ~/.steam/steam/logs/webhelper.txt and webhelper_gpu.txt to find out whats going wrong.
In my case this fixed the Problem.
Edit: I have to say that ive changed my Card, after 30 Years of nvidia im gone because of missing Support. I had ugly Video Encoding and other Problems with my RTX... Now the RX 9070 ... woks fine, no Problem and i dont have to waste my Time... :)

edit it, change Exec=/usr/bin/steam-runtime %U (could be just steam) to Exec=/usr/bin/steam-runtime -system-composer %U

Solution works with KWin in X11 too, everything up-to-date and running the latest nvidia drivers

settings->interfacecauses steam to look as shown in the picture:I can however hover over top menus like 'settings' to change it back. Settings and login screens work as expected.
Checked it on the latest beta of steam and the issue persists.
