Steam's on-screen keyboard modifiers don't work on Wayland apps.

The second layer of the top row keys ('~', !, @, #, ...) doesn't work, type out their first layer (`, 1, 2, 3, ...).
The Paste key types out the letter v.

Steps for reproducing this issue:

1. Go to a text field on a Wayland app (KRunner in video).
2. Trigger the on-screen keyboard (left joy stick).
3. Try to type capitalized letters.
