Hello @n1c3c0d3, please copy the contents of Steam Runtime Diagnostics from Steam (Steam -> Help -> Steam Runtime Diagnostics) and put it in a gist, then include a link to the gist in this issue report.
Done.
Importantly I forgot to mention my display server protocol is Wayland not X11, that might make a difference.
This is more of a guess than anything, does adding lib32-egl-wayland from the AUR (https://aur.archlinux.org/packages/lib32-egl-wayland) have any effect?
This is a guess based on the 32 bit OpenGL / EGL render path not looking particularly healthy (https://gist.github.com/n1c3c0d3/351c76350071a8381d93dd01bdc1afd8#file-gistfile1-txt-L129-L158), and hypothetically if that menu happened to be rendered by llvmpipe instead of the NVIDIA driver as a result, then that would be an unexpected driver combination while also not being unconditionally broken.
I think it might be deprecated, it doesn't seem to be allowing implementation with the current wayland version.
I also confirmed that my kernel is actively using the nvidia drivers not llvmpipe
Using arch, nvidia and wayland. Also happens for me, disabling GPU accelerated rendering in web views 'fixes' it.

Confirmed this solved the issue for me, thank you!
Solution to temporarily resolve issue: disable GPU accelerated web rendering in UI interface settings.

This isn't really a solution. Disabling this option makes Big Picture run really slow. Disabling GPU rendering also disables the "Hardware Video Decoding" option.

Ill reopen then and see if the issue can be tracked down over time.

When right clicking friends on the friend list window, more than half the time it causes the entire context menu to blur with lines.
It should be legibile and allow to select menu options, normally.
