Please describe your issue in as much detail as possible:

When a game is set to "Only update this game when I launch it", a player should still expect the downloads section to show how much of the update has been installed. Instead, the downloads section will only display "Starting Download" even though progress is being made in the background. The only clue to the player that the download is progressing is that the percentage next to the game's title on the sidebar still updates.

Steps for reproducing this issue:

1. Set a game to "Only update this game when I launch it"
2. Install an update
3. The download progress bar does not fill even though it's downloading.
