Same issue as well. Just started happening with most recent update.
There's a brief moment, like half a second window right when the little window pops up right after pressing play, that if you click cancel it'll skip vulkan shaders... it took me 6 tries today! Like a new mini-game. 🫠
At least a command/flag/env var to always skip shader pre-compilation would be nice too.

Please describe your issue in as much detail as possible:
When first launching a game on Steam, the window to skip shader pre-compilation appears and then very quickly disappears since the new download UI was rolled out. The issue only seems to happen with the normal desktop UI, as Big Picture Mode/gamepadui work fine.
Steps for reproducing this issue:
You should observe a window very briefly launching before it disappears, leaving the option to skip unavailable.
