If I upload an image to the cloud and then delete it in the cloud, Steam still thinks it's uploaded.

Steps for reproducing this issue:

1. Take a screenshot
2. Upload it to Steam servers
3. Delete the screenshots from the Steam server
4. Attempt to view the image or reupload it

Result

Steam thinks it's still uploaded.

Expected

The UI behavior should revert back to its pre-upload state
