Steam doesn't launch at all.

just ran yay and it downgraded lib32-llvm-libs from 19.1.6-1 to 1:18-1.8-1 and steam now runs

That's a pretty strong indicator that your video driver was broken, not Steam. Mesa needs for the llvm version it was built against to be available.
