Hello, I have the exact same problem for Steam on Mint 22. This behavior appears in some other games, but not all.
The games with blank controller settings I found:
I tested this using a Steam controller, two Nintendo Switch pro, and one generic gamepad. The bug persists both using dongle, bluetooth, or wired usb connection. When no controllers are connected, the window correctly points it out (instead of a blank window, it works as expected).
I tested this behavior on other machines. With two pc's using Mint, this bug persists. From one Windows 10 pc, the controller settings window displays the correct information, as expected.

I logged into warframe and it is working fine. But because I learned how to play this game on console I've always used a controller. So if im plugging my controller in or using a bluetooth adapter, im expecting it to work like my other steam games. But the controller didn't work. Im not sure if its because im using a Gamesir-T3 Pro controller but I don't have problems in other games nor with steam input.
I thought the issue was the game doesn't even detect my inputs, but as I was trying to get it to work I found my right joystick was moving my mouse and the left was changing my pc's volume. This only happens when I'm in the game. But this is the only game I've played so far that had this problem, other games work fine.
I saw that this game has full controller support so when I went to change my controller settings with steam input, it only gave me a blank page, as you can see in the 1st pic. But if I go into another game like Monster hunter, everything is fine (2nd pic).
I also tried big picture mode, but when getting into the login screen, when I do an input on my controller, it's controlling Steam in the background and not the game. This was also an issue using proton.
