I'm on Arch/NVidia/KDE and I cannot reproduce. Clicking on the Steam menu, the 'Change Account...' dropdown menu shows, move cursor to press the minimize button, the dropdown menu disappears along with the main window.
I'm on Opensuse/AMD/Sway, so I'm not sure how much this relates, but I'm having the same issue. Seems to be if you have the dropdown menu selected, but then you either minimize or switch to a different workspace using keybindings while the menu is still showing
I'm running into this also on CachyOS KDE Plasma using nvidia and the steam (native) client. I don't even have to click on anything to reproduce this, it just happens with a simple passover of the mouse cursor. For example, I can even have my friends list open but behind other windows and if my mouse passes over my profile picture I'll get the mini profile popup that covers whatever window is in the foreground and it will stay open until I go back and hover over my picture again to make it close.

@kisak-valve anything? As an update to my post I'm no longer using nvidia and am now using an AMD gpu so that doesn't seem to be part of the cause, for what it's worth. Would love to see a fix for this, its pretty annoying on a daily basis.

Logs and system information don't seem too relevant since it seems like an UI issue.
If you click a dropdown menu option, such as "Steam" and minimize the Steam window (while dropdown menu options are still shown), they appear outside the Steam window and do not go away:
