Please describe your issue in as much detail as possible:

Steam Recording interface in the Steam Overlay (Shift+Tab) Covers the entire screen, only allowing recording to be seen.
I'm able to see the bar with buttons at the bottom of the screen for a split second when the overlay opens before it's completely covered, but the buttons can still be clicked even though they can't be seen, and whatever button is clicked still opens it's window and works as expected (except for steam input which causes the overlay to instantly close itself, separate issue?)
I also tried this with hardware acceleration enabled and disabled, and GPU accelerated web interfaces enabled and disabled, there is no effect when changing these settings.

  1. Steam Recording enabled
  2. Press Shift+Tab while in game
