Seeing similar problems on Fedora 41 with Cinnamon/X11: Context menus open normally, but when I click any item the menu closes and the click seems to go to the underlying screen element.
Compatibility Mode fixed some menu entries, but not all. I can now open a game's properties, but I still can't add a game to a collection.
The only workaround seems to be Big Picture mode.
In my case the issue seems to be related to the window manager's focus settings: It only happens in focus-follows-mouse mode, and disappears when I switch back to the more common click-to-focus.
I've had the same issue for months on Mint and Arch, both using Cinnamon as window manager under Xorg. I can confirm that this happens with sloppy focus but not with click-to-focus.
I just noticed there's a new option in Steam Settings -> Interface, "Enable context menu focus compatibility mode", and it seems to resolve my issues with sloppy focus.

Please describe your issue in as much detail as possible:
The menus at the top edge of the steam window no longer work. When I press down the mouse button nothing happens, when I release the button the menu appears and immediately disappears.
The only way I was able to get anything done was to enter big picture mode with the button, then enable some "context menu focus compatibility mode" in the settings, and then exit big picture mode (which took me a while to find as well). With that setting enabled the menu doesn't immediately disappear. But even that mode seems very buggy as the menus sometimes disappear when I move the cursor away from them, but sometimes they don't disappear no matter where I move the cursor. The behaviour appears to be quite random.
All the right clock context menus in the client seem to work as well as before. That is to say, they don't actually work properly unless I hold down some modifier key on the keyboard when clicking the menu items. Otherwise the clicks go straight through the menu window to whatever happens to be beneath it.
