I've noticed that DEFCON doesn't seem to register achievements. I've had a good go at
"Had enough yet" (by throwing my entire arsenal at a single city) and it doesn't register.
I've tried for a couple of other achievements, also without success.
Not sure whether it makes a difference, but after problems with the DEFCON download
from Steam, I've followed the instructions here:
