High cpu usage when using background recording under a gamescope embed session

Please describe your issue in as much detail as possible:

when running a game in the Steam gamescope session steam uses about 30% to sometimes up to 60% CPU usage according to btop and top. when steam is run in a nested gamescope session with gamescope -e -- bazzite-steam

it only uses about 10%

and using Steam without gamescope slightly lower usage around about 8%

tested with the following games

  1. Sonic Frontiers
  2. kena
  3. trails through daybreak
  4. a hat in time

Steps for reproducing this issue:

  1. Launch Steam in a game scope embedded session
  2. run any game (I only tested above 4 but it doesn't seem to be game specific)
  3. ssh into the system with another computer or phone
  4. run btop or a similar system monitor
  5. notice Steam high CPU usage.

EDIT: disabling background recording reduces the CPU usage to under 1 %
