I expected to be able to play two different games on different devices (tbf, I am not playing warframe, just waiting for the update), since I hold a license for both games.

  1. Start warframe on a system
  2. On the same account on another system start Balatro

Hello @braiam, my understanding is that a Steam account is a single player seat. As far as I know, this is a general Steam issue and not Linux specific which you'll want to follow up with Steam Support as this is more of a cross-platform policy issue than a technical issue.
