Exec=env STEAM_FORCE_DESKTOPUI_SCALING=1.5 /usr/bin/steam-runtime %U is the line to focus on. steam-runtime is a distro-modified executable name and that has been dropped from Arch's changes to the Steam package (https://gitlab.archlinux.org/archlinux/packaging/packages/steam/-/commit/d43ae0e6d5f248142e4b30d9d1952d30a1c53fa4).
This isn't something that can be fixed on Valve's side. Drop the -runtime suffix from your .desktop file and new installs shouldn't encounter this.

The Steam Client will not open from the Application Menu on my Desktop PC or Laptop. Both are running KDE Plasma Wayland 6.3.4 across Arch Linux (Desktop PC) and Arch-based endeavourOS (laptop).
The Steam Client will start as expected when running from the commandline by simply running
