As a FYI using https://blog.lightwo.net/steam-client-downgrades-survival-kit.html as a baseline, I have worked backwards to the version that works, and in all versions from 20250401194653 to 20240508081409, none of those seem to work and all give the same error. The only one that seems to work consistently and repeatedly is 20240520.

Another observation... Even when changing between versions to test with, I have to essentially purge steam (delete the .steam directory from home) and start from scratch..
The order of operations is:
apt purge steam
apt purge steam-libs-i386
apt install steam (this allows the 32 bit libs to be installed)
launch: steam (will update and install, then fail with 0x3000 as mentioned before)
exit steam,
relaunch by running: steam -forcesteamupdate -forcepackagedownload -overridepackageurl http://web.archive.org/web/20240520if_/media.steampowered.com/client -exitsteam (To downgrade the client)
then launch: steam -noverifyfiles -nobootstrapupdate -skipinitialbootstrap -norepairfiles -overridepackageurl (to force it to NOT upgrade).
if I simply attempt to switch versions by AFTER this is done, I get a constant 0x3000 until I "purge" steam.
So there is definitely something wonky with the client since only the older/earlier clients seem to work..

I don't think its the same because I'm not getting an error about opening a shared object.. the steamwebhelper seems to be the culprit.. but reverting back to older versions of the steam client work (but JUST the steam client, the other libraries including the mesa libs are still the same).

The 0x3000 family of errors (including 0x3008 and other numbers), means that there was a communication error between steamwebhelper and steam. In your case, it is speficially 0x3000 which means steam never even saw a connection attempt from steamwebhelper.
This means that some configuration in your system is redirecting connections to localhost. This could be a misconfigured proxy, or aggressive firewall rules. Or other thirdparty software trying to analyse/filter network traffic. E.g.:

If you check ~/.steam/steam/logs/webhelper.txt you should be able to see the connection attempts being initiated, and if things were working properly then transport_steamui.txt would show the connection request, then print a message if the connection was accepted. But no such message ever arrives.
A good place to start would be to check your proxy config and ensure localhost connections aren't being proxied. And if you don't have a proxy setup, check for VPN, firewall or other traffic filtering software (AdGuard and YouGov are two particular pieces of software that are known to cause issues).

These discussions are most likely unrelated to your issue. These users are affected by a bug in wine versions <=9 which prevented the cross process communication from working properly. This was fixed in wine version 10. But there is some popular mac software that hardcoded an old version of wine and that is where most of these users ran into the issue.

This computer (as its my desktop rig) isn't using any proxies, nor VPN connections, firewalls (disabled to test when this first started to happen) or any other traffic that would filter things..
Yes, AdGuard is installed as a Chrome Add-on but not as a service.. (and most of it has been pushed to my firewall itself (off box) specifically because of potential issues like this with local services. There is AV on the system, but that's been set to a permissive policy (ie: disable any session "hijacking" or any other alteration/interception of communication (again, done at the start of this journey). In a few instances, I even re-installed the OS and before installing the av (eSet) I tried to use Steam and I noticed the same problem..
I would suggest disabling ESET entirely, which may be finding policy problems and blocking communication, and getting a fresh set of logs. You may have a different problem on a fresh OS install without the AV to begin with.

When starting off, for install, unless its a clean system, what precedes it is: apt-get purge steam steam-libs-386)
I have gone through this process a few times (over 10) with the following combinations:
0: Install steam (failure with 0x3000)
1: Install Steam, then uninstall and re-install. (failure with 0x3000)
2: Install Steam, then uninstall, force system upgrade then re-install (failure with 0x3000)
3: Install Steam, then uninstall, then disable all firewalls and set eSet Policies to ignore local services, then re-install (failure with 0x3000)
4: Install Steam, then disable eSet (systemctl stop era) (failure with 0x3000)
5: uninstall eSet and then Install Steam eSet (failure with 0x3000)
6: Clean wipe system, then install, then uninstall and re-install (failure with 0x3000)
7: Install steam, downgrade to older version (overlayed with options to prevent upgrading) (works)
8: Install steam, downgrade to older version, then test up newer versions from the old one that works to the newest version. ((failure with 0x3000)
9: Install steam, downgrade to aversion that is newer than the one that works, but not the newest version.. (this works depending on which specific version is used. (works'ish)
10: install old version of steam (via wayback) (failure with 0x3000)

I've been running Linux Mint 22 for all the testing.. (new system meaning one of my spare (read: previous hardware) systems).. ironically slightly different/better specs (I'm running 96G of ram in this one and my previous system was 128G of RAM).. both are AMD processors (currently AMD Ryzen 9 7950X3D, and previously the Ryzen 9 5050X) Same GPU (NVIDIA 3080TI, though I have been considering switching to the AMD world for GPUs).
Steam fails to establish the WebUI WebSocket connection due to the main process not binding a socket listener. SteamWebHelper attempts the connection but hits reset/failure every time.
System Info:
Linux Mint 21.1
Mesa + RADV (RENOIR)
No AppArmor or host resolution issues
Using latest Steam public beta

Steps Confirmed
localhost resolves ✅
IPv6 disabled (ping -6 fails)
Curl to steamloopback.host:27060 connects but resets ❌
ss -tlpn shows no Steam listener on 127.0.0.1 ❌
webhelper.txt: constant WebSocket errors
transport_steamui.txt: initialized, then shuts down, no connection received ❌
Workarounds tried
--no-cef-sandbox, --disable-gpu, disabling Skia, Aura

I can confirm that downgrading and then forcing Steam not to update works. I can again start up the client.
Worth mentioning, very similar problem at https://github.com/ValveSoftware/steam-for-linux/issues/11909 was completely an ESET problem .. something is breaking routing or sockets on localhost and that's not us ..

Downgrading the client worked for me, as @mrdmiller2 pointed out:

This problem started for me some days ago, after an update. I thought it would be something related to the fact of my system not be systemd or not using the GNU utils (readlink and realpath need to be GNU), but I guess this is not the problem.
The launcher starts perfectly "fine" (taking 3 minutes to enter as always since the new UI), and I am able to play my games again.
@SimplyCEO you might be missing a GNU compatible version of lsof. If you upload your logs there will be hints there on why the connection failed.

Well, that is unpleasant.
After installing this package Steam launched imediately. Even increased the start speed.

All the recent reports we’ve seen have been due to esoteric system configurations.

Please describe your issue in as much detail as possible:
Essentially trying to run the steam client. This used to work with zero changes in the environment, and then it seems with the latest Steam Client, it no longer work will launch. It will give a constant error (0x3000 can't communicate with the Steamwebhelper) And no matter what (restarting steam or the webhelper) it will not work.
I have run steam from the GUI as well as the CLI. (see below for the CLI output).
The only way I can actually get steam to function is to essentially downgrade steam via launching it this way:
steam -forcesteamupdate -forcepackagedownload -overridepackageurl http://web.archive.org/web/20240520if_/media.steampowered.com/client -exitsteam (To downgrade the client)
and then run steam: steam -noverifyfiles -nobootstrapupdate -skipinitialbootstrap -norepairfiles -overridepackageurl (to force it to NOT upgrade).

This in searching online, this seems to be a pretty common issue that many are reporting (With this fix being one of the very few workarounds to the problem).

So far, all the newer clients (and Beta client) all bomb out with the same error code
